NO - WHAT IT MEANS IS THAT IBI WANTS YOU TO THINK DRILLING IS PLANNED. 

They can't drill based on "in-form" assets received - what are they going to pay the drillers - shares? 

Oh wait ... that IS how they used to pay for everything.


about time? - good God man, they've been promising drilling since 2004 - why is it different now?
