Coal generation instead of Oil?

Coal generation instead of Oil?
Cant remember where I read it, but isnt some University out of the South of the states able to generate oil out of coal for under $30 bucks.  Apparently the praires are where most of this coal comes from.  So if the price of oil should skyrocket, so will these little coal stocks?
