To be fair none of these allegations has anything to do with our company or any research or work involving ISA. In this case Kwok's research generated re-funding because the systems in place for evaluating on-going research - publications in particular and the number of personel involved fit established criteria. In makes no sense to go back to scratch every year before re-funding research. If the research pays dividends than that merits re-funding - normally. The fact that this research was conducted unethically, that publications may have been plagiarized, and that funds may have been used for personal gain is extraordinary. I was involved in research for many years in University and Government labs and never in those years came across anything like this.
