That statement is incorrect and misleading. Tha math says that if they had already made a 1.5 Billion barrel discovery, their share price would be about $1.75 per share even with a 16% recovery factor

Here's the math for 1.5 Billion barrels:
1,500,000,000 X .16 X .37 = 88,800,000 barrels of recovered oil for VST
Since every 100 Million barrels is worth $1.99 per share for VST, then just multiply $1.99 X .888 = $1.76
So the share price should be $1.76 (and not
.70) if they had already discovered 1.5 Billion barrels of oil.
