The report was regarding valuations of purchases of O&G properties. It says in the US valuations, meaning the properties are in the US, the companies buying and selling can be from anywhere. 

Goldtoe was giving a recent price example from Kurdistan which was rejected for being too low. Very helpful unlike good40.  Face it,  good40 was caught fabricating again.
