Another factor to consider - I was just reading that certain US congressmen are getting all excited because China has started to restrict export of rare earth metals and that the US hasn't done and should be doing all it can to find sources of these critical elements for it's own use. Cobalt was not mentioned but the fact that the FCO mine will be on US soil and supply will not be as dependent on foreign mines, coupled with the fact that cobalt  is also a very critical mineral, should be a real positive in favor of mine development.
