I think with all the stall tactics and ambiguities n the legislation, I don't think MSHA is going to turn to a bulldog and demand everyone install  in the next 3 months or whatever. As long as the companies are showing compliance with po's then the install will follow in good. MSHA also realizes with the new technologies that things will take time. just look at their own record on the approval process. It killed Act's momentum waiting for their 3 approvals and it's one of the main reasons we are at .05 and not where we were a year ago in the .30's.
All companies would be in the same boat f they had to suddenly install 10 or 20 mines at once. Too many orders and not enough installers. That's the least of our worries.
