My conspiracy theory
Perhaps ORV (Fabulousa) is laying low (deliberately keeping the price down) because they are afraid that if share price goes up dramatically it might attract attention of the Bolivian government - which might prompt them to intervene somehow (nationalize their Bolivian property).
Hence, they are being cautious and don't want to disrupt their only income source till their Spanish property comes online later this year. The continuing income from Bolivian mine is needed in order to bring their other projects online without worrying too much about having to find new money.
Am I being paranoid or is it something as simple as the fact that investors still think of this as too risky given the political climate in Bolivia. Like the previous poster I too have not spent anytime recently looking to see if the Morales government is still behaving.
