JoeCool, the answer is yes. Technically, someone with a pulse will move into the position after the elected official steps down, but it's well known they're only a figurehead and never make any tough calls. Which is why I still think there's a good chance that the permit comes before the current minister steps down. Lula might not deliver it personally anymore, but hey, I'd still be very happy.
