P&F Target is $4.38(StockCharts.com)

P&F Target is $4.38(StockCharts.com)According to StockCharts.com there was a triple top breakout on March 24th.  Also the golden cross, i.e. the 50DMV is moving above the 200 DMA, so I am hoping that this means that the trend is up and that this is a good entry point.  Any thoughts on PKL from a T.A. or fundamental perspective are appreciated.
