The financing was done properly. WEE got the max they could have from investor.
Did you notice the haste they are in?

It's because some major is nearing for them.

There is an large order coming and an land right acquisition they are planning.
They have also allude to a large international partner joining the bang wagon.

It's really time to sell... yup yup yup... do it tomorow.
