The “Normal Permitting Time” is difficult to answer in terms of weeks or months.
It is more a series of legal steps that must be followed through the Mineral Rights steps, the legal permit itself, etc.
Even after obtaining all the legals, an operator may wait to actually drill depending on market fluctuations, equipment availability, weather conditions, government regulations, etc.
Sorry there is not a more defining answer.
