Recent $25mil PP

Recent $25mil PPHow do we know they don't need this $25mil to cover the recent screw up costs in production ? I really hope this is not the case and they use it for the second mill purchase. Afterall, they still produced 15k oz for the quarter and had nice cash flow which is OK.
