SA should be close by during these meetings. Sometimes committee's need some third party input to help them understand exactly what their decisions could affect. Cheers.

West Lombok, Tambangnews.com. - Office of Mines and Energy of the Province of NTB were different understanding with the West Lombok District Mining Office about the proposed draft regulation Lobar region about the mineral and coal mining. This is because the implementing regulations of Law No. 4 of 2009 on mineral and coal mining is not complete or there are two new government regulations, among others, Regulation No. 22 year 2010 concerning the mining region and the PP No. 23 year 2010 concerning the implementation of the business activities of mineral and coal mining.
Thus it was raised in special committee meetings of mineral and coal by-party parliament Lobar executive board in the main courtroom in Gerung, Thursday (27 / 5).
In a meeting led by Chairman of the Special Committee for Mineral and Coal, Sulhan Muchlis Ibrahim, from the executive of which was attended by Head of Department of Mines and Energy NTB Bambang Eko Sutejo, Head of Mining Lobar Achdiat Subiantoro and Legal Division of the Regional Secretariat Lobar H Mulyadin.
"What we will do exactly the same as West Lombok but we're still waiting for two more government regulation (the implementing regulations of Law No. 4 of 2009, ed)," said Eko.
Eko previously explained, the filing of mineral and coal mining RAPERDA This should be preceded by a strategic environmental assessment and cost benefit analysis or analysis of the benefits and risks of the mining sector.

Lombok Barat, Tambangnews.com. – Dinas Pertambangan dan Energi Provinsi NTB ternyata berbeda pemahaman dengan Dinas Pertambangan Kabupaten Lombok Barat soal pengajuan rancangan peraturan daerah Lobar tentang pertambangan mineral dan batubara. Ini karena peraturan pelaksana UU Nomor 4 tahun 2009 tentang pertambangan mineral dan batubara belum lengkap atau baru ada dua peraturan pemerintah, antara lain PP Nomor 22 tahun 2010 tentang wilayah pertambangan dan PP Nomor 23 tahun 2010 tentang pelaksanaan kegiatan usaha pertambangan mineral dan batu bara.
Demikian hal itu mengemuka dalam rapat pansus pertambangan mineral dan batubara DPRD Lobar dengan pihak eksekutif di ruang sidang utama dewan di Gerung, Kamis (27/5).
Dalam rapat yang dipimpin Ketua Pansus Pertambangan Mineral dan Batubara, Sulhan Muchlis Ibrahim, dari pihak eksekutif di antaranya dihadiri Kepala Dinas Pertambangan dan Energi NTB Eko Bambang Sutejo, Kepala Dinas Pertambangan Lobar Achdiat Subiantoro dan Kabag Hukum Setda Lobar H Mulyadin.
“Apa yang akan kami lakukan sebenarnya sama dengan Lombok Barat tapi kami masih menunggu dua peraturan pemerintah lagi (peraturan pelaksana UU Nomor 4 tahun 2009, red),” kata Eko.
Sebelumnya Eko menjelaskan, pengajuan raperda pertambangan mineral dan batubara ini mestinya didahului dengan kajian lingkungan hidup strategis dan cost benefit analysis atau analisa tentang manfaat dan resiko dari adanya sektor pertambangan.
Namun penjelasan ini mendapat sanggahan dari Kadistan Lobar, Achdiat Subiantoro. “Kami tidak bisa menunggu lama-lama lahirnya dua peraturan pemerintah itu karena ini amanat UU Nomor 4 tahun 2009 dan ini sudah kami konsultasikan dengan berbagai pihak,” kata Achdiat.
Penegasan Achdiat ini serta-merta mendapat dukungan dari anggota pansus yakni H Bachrul Fahmi dan M Zulkarnaen. Kedua anggota dewan ini meminta agar pembahasan raperda pertambangan mineral dan batubara tidak perlu ditunda-tunda lagi mengingat kondisi riil masyarakat di lokasi pertambangan di Sekotong.
“Jika regulasi yang akan kita buat ini sudah jelas payung hukumnya kenapa mesti kita tunda. Malah ini bisa juga kita jadikan sebagai obyek wisata pertambangan,” tegas Zulkarnaen yang juga Sekretaris Fraksi Partai Golkar DPRD Lobar ini.
Kendati bersikap hati-hati dalam memberikan penjelasan dan masukan kepada pansus, Eko Bambang Sutejo akhirnya mempersilahkan kepada pansus untuk melanjutkan proses pembahasan raperda pertambangan mineral dan batubara. “Silahkan melanjutkan apakah tetap memproses sambil menunggu pengesahan dua PP itu atau mendahuluinya karena apa yang kami sampaikan ini hanya untuk memperkaya,” tandas Kadistamben NTB ini.
