potential targets?

potential targets? With these low SP values, many uranium companies could become targets for the larger one. It could be a timing to eliminate future competition. Only the best assets will be considered. With proven resources combined with an easy access to roads and civilization for a decent production cost; than you become an easy target.
Some consolidation is needed ahead of the next cycle. Energy cost will go higher and uranium is part of the solution for India and China. They will drive demand over the next few years. With a good industry consolidation before it starts, it could lead to a healthy place to be for a decade.
Only the management seeing future 3-4 years ahead of the competition will succeed. You need to invest money to make money.  But on top of that you need vision and faith that the sector will regain strenght one day.
Excess segmentation lead to low commodity price and keep the sector under water. Maybe we will see some action over the summer instead of having all people going in vacation until September.
We must get closer to a spark in the sector. I just don't know when and what will trigger it. European market clouds can not stop Asia to grow. It can slow it down but not more.
Do your own research...
