S&J screwed up their company so bad and the relationship with the "Work Group" that they are out of money and can't do their own financing for fear of dilution and retribution. So they will dump the FIU notes on to anyone who will buy them to save the S&J share price and screw the FIU shareholders. There goes the S&J incentive to fight for the water permit.
