RE: Costner TestimonyI sort of feel sorry for Costner as his intentions are good.  For investing millions, it's a little surprising that he knows so little about the industry and virtually nothing about the competition (in contrast to what Paul Costinel knows).  The claims he makes sounds like no other option exists.  The USCG and BP  would be forced to select based meeting regulations and price.
