RE: Army MullsHumvee RecapPolitics at play....part of the confusion from the panel is the fact that TACOM recently authorized two separate contracts to AM General for more Humvees (May 7th - 500 and Jun 7th for 153), plus shortages/excess among the different military entities. The AM General website did not specify whether it was for the Army, Marines, National Guard etc.
Looks like mixed signals when TACOM is ordering more Humvees and saying that they don't need more at the same time, but want to divert money to recap.
This website transcript for the House Appropriations Subcommittee on Defense Holds Hearing on National Guard and Army Reserve Readiness (April 14/10) talks about the Humvee and recap considerations etc. Some interesting tidbits that under McKinley, only 13th of Humvees are armor-capable, with troop protection as a key issue.

On another note, doesn't Cymat also have an after market armor kit option that can be marketed and utilized?
From my point of view at the end of the day, the military still has a troop protection issue/vulnerability to address. They are not going to order the much more expensive MATVs to fill the gap, so they either recap, add blast kits (& possibly retrofit to armor capable), or more up the JLTV timeline....we are covered.
