Not sure why people are taking this as a surprise. We all knew this was going to happen once the application was excepted. The only difference is that the kentucky mining department said 15days, so maybe Nag is wrong with their news release. Here is the email I received June 15th.

The transfer application was resubmitted on June 7th with the required bonds and has undergone it's first administrative review. An administrative review is a very cursory review for completeness. On June 9th we requested a couple of minor changes in the language they were going to use in their required newspaper public notice. Once those corrections are made and the application is determined administratively acceptable they will be able to run their public notice in the local county newspaper. This will start a 15 day public comment period. While this comment period is running we will conduct a more detailed review of all other requirements and additional corrections may be requested.
