Helping the locals, who could oppose the drilling and file environmental lawsuites against Simba Energy, is a  smart move. Getting the cooperation of the local population and local government needs to be done as a preliminary step while you are applying for environmental and drilling permits. It also makes the Federal government look favorably towards Simba Energyl. Electromagnetic surveys, drilling and testing of oil seeps are only possible after the permits are in place. It shows that the company is serious in what they are doing. That they are thinking ahead and do plan to develop the area. The oil seeps indicaate that the nearby monster off shore oil basins do extend onto land, our land. Could easily be billions $$$$ involved.
