New soil regulation ‘problematic’ for industry
Industry officials are concerned a new Ontarioregulation that focuses on the management of surplus construction sitesoils could end up creating headaches and increasing costs.
“Although the regulation is intended to promotebrownfield remediation and redevelop those sites that have contaminationin the soils – which is a good thing to do – we discovered that therewere probably some other impacts that were going to happen on road andsewer and water projects when construction soil was dug up,” said AndyManahan, executive director of the Residential and Civil ConstructionAlliance of Ontario.
Manahan spoke with Reed Construction Data followingRCD’s Editorial Advisory Board meeting in Toronto last month.
“Because of the more stringent tables and standardsright now, moving that soil elsewhere is going to be more problematicfor those in the construction industry,” he said.
Manahan added that his group is continuingdiscussions with the Ministry of Environment to resolve the matter, andthat he considers this “one of these classic unintended consequences.”
The regulation is expected to be in effect by July201
