Why So Underpriced?

Why So Underpriced?On the surface this company would appear to be seriously underpriced. Based on what's known and can be reasonably inferred, I calculate a takeout price of $7-$8, and a junior with a 10 million oz deposit in Chile WILL get taken out. So the inevitable question I'm asking myself is: What am I missing?

Is it a problem of:
Management?
Recent history?
Local resistance?
Permit Issues?
Misinformed public perception?
