From the wording it looks like there might have been a little pressure from recent PP to clarify the
redesign situation and explain why Units not requiring modification were not being installed.
Still a little confused when he says "tools have now started to be reinstalled"
Does that referred to tools that were removed or is the moratorium on all installations lifted>
