How Severstal will buy in the open market?
Is it  leading to a creeping takeover?
Does it not attract the attention of Regulators.?
There is so much at stake for Severstal at this time.
If some one establishes a thread and leads it back to Severstal?
What would happen to their IPO? and big plans?
Can some one explain the rules and regulations that prohibit the major holder to acquire in the open market.?
( I believe, even if insiders buy , it must be declared)
