The chances are very high since its a friendly deal with EDV.  There will be only 7% minority left, Severstal can't let the minority fall by the wayside they are a public company and the investment in CRU on the balance sheet is affected by the market price of CRU.  They should be incented to drive up the share price or preferably absorb the remaining minority, add the production and not have the CRU market price to think about.
