I expect Mr. Dehn was able to trade because all the DD results had been received and announced. The metallic screen results just recently received from the lab have not been modeled (and these are check assays that should just confirm what the DD results showed) and since OSK hasn't decided what to do (because they don't have the results and hence the final plan) he knows nothing material not yet disclosed and can buy.
When I was part of Venture Traded company no one could trade without notifying the CFO who would then inform you whether we could make a trade or not. Blackouts usually started whenever there was something material going on and ended 3 days after the release of material information. There were always blackouts around financial results etc.
Frankly I'm not concerned about an insider buy (actually quite happy to see it), I would be worried about an insider sell right now.
