anyone think Severstal is going for 90% ownership?

I googled 90% ownership and found this in an old article

"In passing the 90% ownership threshold, Sears Holdings has the right to acquire the remaining 10% under the Canada Business Corporations Act"
thus once 90% is bought they could force a buyout at any price.

i know someone posted about the 90% rule earlier, and I believe it would take them another 150 million shares to reach that level.  is my math correct?

is this something we should be concerned about?
