Not Barney Frank, but Franklin Raines, I believe was the first of the "Big Business" boys to follow Clinton's advice and give themselves big bonuses for each and every sub-prime mortgage as went out the door.

Congress made Raines give back $90 million or so but let him keep the lions share of his profits from running Fanny Mae into the ground.

Democrats and Republicans both are to blame. Clinton got it rolling, Bush fueled the fire and the Privately Owned Federal Reserve Bank* just sat back and raked in the cash.

* Owned mostly by the same banks as got bailed out by ...wait for it...The Federal Reserve! Great gig if you can get it.
