My guess is....

My guess is that SOC was not invited or required at the meeting on the 28th. Otherwise, SOC would have informed their shareholders.
The parties involved will be the Commissioner of Mines, the owner of the disputed property and CAN.
Maybe SOC will only have recourse against the original owner.
