Firstly they have to have something newsworthy to release. They can not keep calling themselves "world Leaders" nor repeating how well all the tests are going and how they are in discussions with interested companies all over
At some point they have to covert this worldwide interest commitment and close some sales.
They could even get a boost if they would announce they are well on their way to cleaning up the "on hold" orders
and getting close to breakeven.
How many sales have they announced in the last 6 mos?

Performance not promises is what will move the SP
Until then apathy and indifference will determine the SP
