IMO, Severstal has deep pockets and the infrastructure to erect plant and machinery through its steel division.
Severstal is now buying proven  and near production resource firms.( SCR, CRU and now Berekely). It is a strategy to fullly utiize their own internal capacity and at the same time acquire near and proven resources.
Acquire a near production resource, get the machinery and plants from your own steel mills, what else one needs?
Banks would love to finance this kind of ventures, possibilities of state agency financing is also very high in this type of resources. Remember the way they brought back  HRG into production, -scluri
