I disagree, governments do this sort of thing all the time; look at back-to-work legislation, look at expropriating private land for some public purpose, look at what the Newfoundland and Labrador government did to AbitibiBowater.  I'm not saying these examples are perfect or that the the government will legislate a fix but to say that the government couldn't legislate a fix is incorrect - they might not but the certainly could.
