The key permit is the environmental one and that is in the bag.  This gives the confidence to do extensive 'pre-construction'.  Put it this way if it wasn't 'in the bag' there is NO WAY Red Kite would forward a nickel.  Of course, we are all wanting to see this happen and all i's dotted, and on that occasion we should see a very favorable reaction as the last hurdle is jumped.  Goldminerpulse outlines the incredible value proposition that is in the oxides and thereafter the sulphides.
