My thought is that this is the group that actually purchases and does the trade for Severstal....which is probably typical.  Anyone else?   If they're owned by Severstal then I have to assume they cannot just start buying shares in the market without first declaring the intention to do so....or that's an insider issuer bid....and they'd be breaking the law.  Russians don't do that.  HAHA
