If I might summarize, it would appear that the DR. has very few options - and perhaps only one.
If he should choose to retain his PML he becomes a small-scale Artisanal miner. Considering the Dr.'s political position and background that seems quite ironical.
Artisanal mining in Africa has been around for a very long time and is viewed as a survival activity for many African people who are exposed to extreme hunger, unemployment and poverty...so they have to search for alternative means of survival. It's somewhat puzzling why he applied for and was granted that kind of license in the first place unless he was motivated by philantropic reasons at the time.
That last suggestion seems highly unlikely considering his attempt to close a deal with SOC. - a deal that would would have obviously generated a handsome return.
I think the commissioner of Mines would be very unhappy with the Dr. if he chose to exercise his rights under the PML so that is not likely to happen.....SO
One solution as I see it - if he wants to get anything out of the land he will have to relinquish his PML and CAN will negotiate a mutually satisfactory amount and things will move along....
The only recourse I see for SOC is to go after the Dr. for misrepresentation.
