I am not suggesting this is what CIN has, but it probably explains why AIX only has a little claim when the "limestone" is supposed to strike for over 35 km, even if it has 2% R2O3 which I doubt are REES because why was anyone checking limestone for REEs in 1965? Greymont has another "limestone" showing from the same Mines report with historic 1.92% R2O3 in their quarry. Presumably they are planning on using it for cement.
