This is another "For What It's Worth" post.
Me thinks you forgot to Multiply by "7". Your numbers seem
to reflect the values "before" the RS. (Divide your numbers
by 7 and you will see how low they really are.)
Your "Buy Out" seems be right in line though!
Also...I bet the Mexico Production never comes into play.
Me thinks that there is a good chance that Mexican Government
wants the land left alone for other purposes (Indian sacred
ground...National park, etc...).
On the Saskatchewan Production...as others have indicated,
it will probable be near 10 years before any production at all.
