perforating using a gun is to blow holes through the casing,cement and into the formation to allow gas or fluids to flow , they then run tubing into the wellbore to basically where they perforated and swab to unload wellbore fluids used in well control ( water or drilling mud) and help the formation pressure overcome the hydrostatic pressure and start flowing.
if it does not flow you then instal a pump of which there are many different types but the most common is the rod pump hence the pumpjacks you see all over
