Sounds like a good idea except coal cannot be sent back in containers (much too inefficient to load and unload that way. Coal is bulk cargo). So at best coal ships would be redirected here from Australia. The choke point is the loading terminals. They are expensive to build an operate and there has to be a consistent long term need for one before anyone is going to pony up the cash to build. Seaborne coal prices will continue to be volatile. Which by the way is great for making money if you know the business well enough to play those swings.
