Fish and wildlife have to reissue the permits along with the modifications that the judge wanted to see. This is a government agency, so it will probably take ten times longer than the private sector. That's the way the environmentalists try to win these even if they don't have a case...just use the system to drag the whole thing out indefinitely and hope the other side quits or runs out of money.
