JP Morgan is clearly short a lot of silver on the Comex. However, these guys aren't stupid, or suicidal, which makes me wonder if what we see there isn't just the short half of a large hedged position. I think it is likely that they are long silver in some form of swap in the unregulated derivative market, which we cannot see. They're making money on the premiums they're charging the other party to the swap, and using the large Comex position to play games with the tech funds and make a little more money along the way.
If this is right, it leaves you asking: who is the other party to the hypothetical swap? Who is really short all this paper silver? Since the spot price of silver (and gold) is set by the paper market, and used in transactions in the physical market, could someone (with a lot of cash) be using the paper market to hold down the spot price while they accumulate the physical?
Physical silver is clearly in very short supply. Yet the price continues to drop. This is not typical of a free market responding to supply and demand. It is more typical of a boxing day sale buying spree.
