We do not know the business side of those patents. 3 possibilities: 1) RGX owns them; 2) PRO owns them; 3) RGX and PRo co-own them. 
It is unlikely that PRO will solely own them, and even if this is true, RGX will have the right to use them as they paid for them. 
It will be good if RGX at least co-own these technologies because several other companies also have similar ore, and they may need to pay for the technology to get their ore processed. I will speculate that companies like APA and LGO may be interested in these. One of the properties LGO has has similar ore, but that property does not have high priority, APA has several (2?) properties with titanium, but they claim that they are interested in vanadium only, possibly because they do not have the technology to process titanium. Well, they may choose to focus on their existing priorities and forget about titanium in their properties forever.
