Are you suggesting that incumbents that built the network should allow new entrants to free ride on expensive infrastructure paid for by somebody else?
Righteous free riding has a long, popular tradition in this country of causing fish stocks to collapse and urban air sheds to fill up with deadly particulate matter. Just to name two examples.
Why should low-bandwidth consumers cross-subsidize the services enjoyed by high-bandwidth consumers? For reasons of 'equity'?
