The common shares will be offered in all provinces of Canada except Quebec by way of a short form prospectus and such other jurisdictions outside of Canada pursuant to applicable private placement exemptions.
How can they let the market decide of the intrinsic value of this play???

On top of this, a little sentence with zero sense for Canada... All provinces except Quebec. Why not North W territory and Labrador.....Altough legislation could be different there is no acceptable reason to not offering these shares to Quebec shareholders. What is going on with RBC????
