I'm not sure what the Kurdish oil minister, (Minister of Natural Resources), Ashti Hawrami has said regarding the current issue. The conflicting statements are from the prime minister of Iraq, Maliki, and the Iraqi Deputy Minister for Energy Affairs, Shahristani.

As I posted earlier, I believe its only important that VST holds a valid contract be it the original PSC, or one amended to a service contract. It seems that all parties are indicating that there will be a contract of one type or another and that is good news. The big fish will swim in should big oil get proved up.
