I think the best move Severstal could make to unlock the full value of its gold division is for them to sell all of it.  Until they do, it will always be undervalued because of their track record.  
The only reason why they wouldn't consider this is that they are sitting on information regarding Bissa, Prognoz or other drilling results or explorations that would demonstrate value that can not be realized right now.
