You are wrong. Contingent Resource are reserves but just need infrastructure to produce. 

Contingent resource is non-commercial.

You are wrong again. Contingent resources are commercial when infrastructure is in place.

You keep mentioning a 5000 bbl/day well from 1936 but you don't mention that the oil column was too small
to develop. 

You fail to mention it was too small to develop by 1936 standards. Check out the Genel website, they say it is big enough to develop.
