I cut and pasted that article because .... here is a thought.  Maybe the way to get out of this value hole for Severstal is to bring a partner into Prognoz and develop it.  It would show a willingness to grow their assets, allow them to write it up and provide the market with the indication that they're not complete morons....even if they are.
