What I read was this: 


Final engineering and design has commenced and is planned to be completed in March 2011.


It says nothing about completing the heap leach by end march, only that engineering and design will be complete. This PR was a complete waste of time and nothing but fluff IMO.
It certainly has done nothing for the sinking SP, BUT THEN AGAIN, THAT IS PTQ!
