Re-supply for Japan

I heard they shut down 11 nuke plants in Japan for different reasons. If any of those are to be turned back on, does it not take 3 times the regular amount to get it going again? I wonder if that's just to fire a new plant? Does it really matter considering Japan just bought about 29M pounds above spott price from CCO. Looks like a major over correction to me. OPPORTUNITY???
